Opening for Freshers as Assistant Sub Inspector {Pharmacist} Group 'C' in INDO-TIBETAN BORDER POLICE FORCE, (GOVT. OF INDIA)- 34 posts

ADVERTISEMENT FOR RECRUITMENT OF ASSISTANT SUB INSPECTOR (PHARMACIST), ASSISTANT SUB INSPECTOR (LABORATORY TECHNICIAN) AND HEAD CONSTABLE (MIDWIFE) IN INDO-TIBETAN BORDER POLICE FORCE, MHA, (GOVT. OF INDIA)
Applications are invited for filling up the following Group 'C posts in ITB Police Force of India citizens (male & female) for ASSISTANT SUB INSPECTOR (PHARMACIST), SS-STANT SUB INSPECTOR (LABORATORY TECHNICIAN), and for HEAD UNSTABLE (MIDWIFE) (female only). Last date for receipt of applications is 01/01/2012 sr all Sbuites, except for Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, ripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul & Spiti Distt. and Pangi ub-ihvhion of Chamba Distt of Himachal Pradesh, Andaman & Nicobar Islands and akshudwc-P, for which last date is 08/01/2012.

Qualification:
1. Pass in the Senior Secondary Certificate (10+2) Examination with physics, chemistry and biology as subjects from a recognized Board or equivalent.
2. Diploma in Pharmacy from any Central/State Government institution or any institution recognized by the Central/State Government.
3. Registered as a 'Pharmacist' under the Pharmacy Act 1948.
Application and IPO/Bank Drafts should be addressed to the following authorities: Commandant Base Hospital ITBP, Tigri Camp, PO-Madangiri, New Delhi-62.
I.    The number of vacancies includes backlog vacancies.
II.     The posts are temporary but likely to become permanent.
III. They will be governed under New Defined Contribution Pension Scheme as notified vide Govt, of India, Ministry of Finance vide notification dated .22.12.2003.
IV.    The numbers of vacancies are subject to variation.
V.    Upper age limit is relaxable upto 5 years for SC / ST and 3 years for OBC candidates.
VI    For tHe___posts of ASI (Pharmacist) and ASI (Laboratory Technician) -
Relaxation for Government Servants up to the age of 40 years in accordance with the instructions or orders issued by the Central Govt, from time to time. For the posts of HC (Midwife) - Relaxation for Government Servants up to the 5 years in accordance with the instructions or orders issued by the Central Govt, from time to time.
Additional relief and rehabilitation for victims of riots in 1984 and communal riots of 2002 in Gujarat:-
I) The children and dependent family members of those who were killed in the riots (1984 riots and communal riots of 2002 in Gujarat) would be eligible to get this benefit. Children means: (a) Son (including adopted son); or (b) daughter (including adopted daughter), Dependent family members mean: (a) Spouse: or (b) children: or (c) brother or sister in the case of unmarried Govt, servant, who was wholly dependent on the Govt. Servant at the time of his killing in the riot. Children and dependent family members of those killed in the riots (1984 riots and 2002 communal riots of Gujarat) will produce a certificate from the concerned District Collector.
II) A candidate can apply against vacancies in any State/UT if he fulfills other conditions, however, to avail the present relaxation he has to produce the certificate from the District, wherein the victim was killed.
III) Five years of Age relaxation will be granted to the children and dependent family members of those killed in the riots (1984 riots and communal riots of 2002 in Gujarat). SC/ST/OBC relaxation, as per Govt, instructions, will be in addition.
Upper age limit is relaxable upto 5 years to all persons, who had ordinarily been domiciled in die State of Jammu & Kashmir during the period from 01sl day of January 1980 to the 31st day of December 1989, shall be eligible for relaxation in the upper age limit by five years in support of which the proof of residence must be submitted along with the application form duly signed by >
(a)    The District Magistrate within whose jurisdiction he had ordinarily resided; or
(b)    Any other authority designated in this behalf by the Govt, of J&K to the effect that he had ordinarily been domiciled in the State of Jammu & Kashmir during the period 1.1.80 to 31.12.89.
Cut-off date (for age) for the ibid posts will be 01/01/2012. OTHER ALLOWANCES: Deamess Allowance as per Central Govt, rates.
Free ration while posted in specified border areas or Ration Money in other areas as per rate admissible from time to time.
Special Compensatory Allowance while posted in specified border areas. Detachment Allowance while on detachment duty.
(v)    Washing Allowance as per rate admissible from time to time,
vi)    Free residential accommodation or house rent in lieu as per rules,
vii)    Free medical facilities as per rules.
(viii)    Free Leave Pass / Leave Travel Concession as per rules.
(ix)    Children Education Allowance as per rules.
METHOD OF SELECTION :-
The candidates who are found eligible in all respect as per eligibility conditions prescribed for the post applied for will be called for recruitment test. The exact date Mid venae of recruitment test will be intimated to the eligible candidates through Ajjm jt Card. The candidates will have to undergo the following recruitment process /
(a)    PHYSICAL MEASUREMENT:- The candidate will undergo initial physical screening test to conform to the prescribed physical standard of HEIGHT, CHEST AND WEIGHT as mentioned in Para 4 above.
(b)    PHYSICAL EFFICIENCY TEST (PET):- Those who are found fit in the initial physical screening, i.e. Physical Measurement, will be put through the following Physical Efficiency Tests. However, Departmental candidates and Ex-Servicemen will be exempted from PET.

Note-Those who do not qualify the PET will be discarded then and there and will not be to appear in the Written Test.
WRITTEN EXAMINATION (50 marks) :- The candidates who qualify in the Physical Efficiency test will be required to appear in a written test. The written test will be held immediately after PET is over for all those who qualify the PET. The question papers will be bilingual. The papers can be answered either in Hindi or in English.
id) PRACTICAL/TRADE/APTITUDE TEST (25 marks) :- Practical /Trade/Aptitude tests , as applicable, will be conducted and the candidates will have to qualify the same.
(e) INTERVIEW (25 marks including 05 marks for certificate of extra curricular activities) :- Candidates who obtain the prescribed percentage in individual written papers as well as in the Practical / Trade Tests will be put through Interview to check personal bearing, response, aptitude, general level of intelligence, etc.
Note :- The minimum cut off percentage of qualifying marks (in each tests i.e. written, practical/trade/aptitude test and interview) will normally be as under :-
35%  for Unreserved /Ex-serviceman 33% for OBC/SC/ST.
(f) DETAILED MEDICAL EXAMINATION :- Candidates selected in order of merit (equal to the number of vacancies notified) will be put through a Detailed Medical Examination to assess their fitness.
APPEAL AGAINST DETAILED MEDICAL EXAMINATIQN:-
a.    In ali cases, the candidates declared unfit for appointment in ITBP in Detailed Medical Examination, will be communicated the grounds for
rejection in broad terms by the Presiding Officer of the Recruitment Board.
b.    The candidate, if not satisfied with the findings of the Medical Officer, can submit an appeal for his/her re-medical examination with a proof of his/her illness in the prescribed form attached at annexure-VL
c.    The medical certificate will not be taken into consideration unless it contains a note by the medical practitioner concerned to the effect that it has been given in full knowledge of the fact that the candidate has already been declared unfit for appointment by a Medical Officer.
d.    The appeal will also not be taken into consideration unless it contains medical re-examination fee of Rs. 25/- through demand draft in the name of the Commandant, Base Hospital ITB Police, New Delhi. The appeal should be submitted within one month from the date of issue of the communication, in which the findings of the Medical Officer are communicated to the candidate, to the authorities mentioned in Para 01 above i.e. to whom the application was initially submitted. ITB Police/ Govt, of India will not be responsible for any postal delay.
e.    Certificate other than Medical Fitness Form at annexure-VI published in the advertisement to submit appeal application for Re-Medical Examination will not be considered & rejected straightway. The fitness certificate is essential only to consider their cases for review medical examination and not for any other purpose.
f.    The decision of the review medical board of ITBP shall be final and no 2nd appeal will be entertained as per Govt, instructions and also no reply of correspondence / 2nd appeal will be given / entertained.
APPLICATION FEE :-
AH candidates belonging to General & OBC category should furnish a crossed Indian Postal Order or Bank Draft worth Rs. 50/- drawn in favour of DIG (Medical) CH (Chandigarh), ITBP { for Assistant Sub Inspector (Lab Technician)}, DIG, SHQ (Dehradun), ITBP { for Head Constable [Midwife] } and Commandant Base Hospital ITBP { for Assistant Sub Inspector (Pharmacist) } and along with their application. SC/ST &. Ex-servicemen candidates are exempted from application fee.
The eligible and interested candidate may send his / her Application (Annexure T) and Candidate's Admission Card (Annexure TP) duly filled in on 8 x 14 inches size paper (typed or neatly hand written either in Hindi or English only) as per proforma given alongwith attested copies of following documents. Candidates should write the name of post applied for in BLOCK LETTERS on the envelope.
ia) Attested copies of >
(i)    Educational Certificate.
(ii)    Professional Certificate.
(iii)    Experience Certificate for Lab Technician, (for others if any)
(iv)    Date of Birth Certificate (Matric Certificate).
(v)    Scheduled Caste/Scheduled Tribe/OBC Certificate, if belonging to these categories, as per proforma prescribed by the Govt, of India (Annexure-III for candidates belonging to SC/ST and Annexure-IV for candidates belonging to OBC)
(vi)    Certificate in respect of belonging to the categories / States for which relaxed physical standard is applicable (as per proforma at Annexure-V).
(vis)   Domicile Certificate
(viii) If age relaxation is claimed :- Certificate pertaining to 1984 riots & communal riots of 2002 in Gujrat and J&K state domicile certificate (1980-89).
(b)    Two latest passport size photographs - one pasted on Application Form (Annexure T) and another on Candidate's Admission Card (Annexure 'IF).
(c)    Two self-addressed envelops of 4 x 9 inch size with Rs. 5/- postage stamps affixed.
(d)    IPO or Bank Draft of Rs. 50/- (for General and OBC candidates
only).
9.      GENERAL INSTRUCTIONS :-
(a)    The application form (Annexure-I) must be filled by the candidate in his own handwriting / typewritten. Correction if any should be legible and attested by the candidate.
(b)    The envelope containing the application must be superscribed in bold letters as 'APPLICATION FOR THE POST OF ASSISTANT SUB INSPECTOR (PHARMACIST), ASSISTANT SUB INSPECTOR (LABORTARY TECHNICIAN), and HEAD CONSTABLE (MIDWIFE)   (as applicable) IN ITBP'.
(c)    Candidates serving in Government / semi Government /public sector undertaking should apply through proper channel.. No objection certificate from their employer will be required to be submitted at the time of personal interview.
(d)    The decision of the selection board with regard to the matters connected
with this recruitment will be final in all respects.
(e)    Success in the interview confers no right to appointment unless the department is satisfied after medical examination and such enquiry as may be considered necessary that the candidate is suitable in all respects for appointment to the service/post.
(f)    'The appointment will be subject to the condition that the candidates are medically as well as physically fit. The selected candidates will have to undergo basic training at any of the training institutions of ITBPF.
10.    Application along with Admission Card duly filled in Hindi or English and attested copies of requisite documents / testimonials should be sent by the candidates so as to reach DIG (Medical) CH (CHD) ITBP ; DIG, SHQ (Dehradun), ITBP and Commandant Base Hospital ITBP ( as applicable) on or before the last date positively. Application received after the closing date or received unsigned / incomplete / without 'requisite certificates / etc. will be summarily rejected and no correspondence will foe entertained. 11. Government shall not be responsible for any damage / injury to the candidates daring the Physical Efficiency Test / recruitment process. Candidates who have been called for tests should come duly prepared to stay for at least 8-10 days on their own arrangements. No TA/DA will be admissible for the journey and _ stay. Candidates should bring pen / pencil, clip board, etc. with them for written test. Mobile Phone and Calculator are strictly prohibited in the Examination Hall.
12,    On appointment, the candidate shall be governed by ITBPF Act and Rules.
13, In case a candidate is found UNFIT for service on any ground after his / her selection / appointment; his / her services will be terminated without assigning any reason.
14.    A candidate appearing for the test should mention/intimate if any criminal case (s) is/are pending/lodged against him in any Police Station/ Hon'ble Court.
